History of Enforcement Policy Security Orders The Office of Enforcement promotes the NRC's mission by leading in the development and oversight of policies and programs for enforcement, allegations, and safety culture and supporting their implementation.

NRC Enforcement Policy 6 Purpose The NRC Enforcement Policy supports the NRC’s mission to ensure adequate protection of public health and safety, promote the common defense and security, and protect the environment.

Adequate protection is presumptively assured by compliance with NRC. The Manual was first published in June as a tool to assist the NRC staff in implementing the Commission's enforcement program consistent with NRC's Enforcement Policy.

Intended for internal use by the NRC, the Manual contains procedures, requirements, and background information used by the staff that develop or review enforcement actions.

Because the policy statement is not a regulation, the Commission may deviate from the Enforcement Policy as appropriate under the circumstances of a particular case.

Enforcement Actions. NRC uses three primary enforcement sanctions. The U.S. Nuclear Regulatory Commission (NRC) is soliciting comments from interested parties, including public interest groups, States, members of the public, and the regulated industry (i.e., reactor, fuel cycle, and material licensees, vendors, and contractors), on proposed revisions to its Enforcement Policy (the Policy).

The Nuclear Regulatory Commission (NRC) is publishing a complete revision of its General Statement of Policy and Procedure for NRC Enforcement Actions (NUREG) (Enforcement Policy or Policy).

This is the fourth complete revision of the Enforcement Policy since it was first published as a NUREG document on J (60 FR ). The NRC’s Enforcement Policy spells out the NRC’s policies and procedures in initiating enforcement actions and the responsibilities of the Commission in reviewing these actions.

But it is important to remember that a policy statement is not a regulation and the Commission may decide to deviate from the policy statement to respond.
